TERMS OF REFERENCE

  1. Identify shortages, gaps or voids in the products and services offered in our community. Once identified, this committee will:
    • Share this information with the Business Retention and Expansion committee or its designate, so existing businesses may appraise the opportunity to expand or diversify.
    • Prepare a business opportunity proposal and distribute it through whatever means are available to encourage new investors or businesses to consider coming to our community to fill the identified service need.
  2. Act as a catalyst for entrepreneurs, investors and other agencies that express interest in starting a business or investing in a business or real estate in our community.
  3. Assess new business proposals as to their impact on the business community and the social culture of the community by discussion and collaboration with other Olds Institute Pillar Committees such as Business Retention and Expansion, Community Lifestyles, Technology, and the Olds Advisory Group for Sustainable Living.
  4. The committee may, in the course of review of a potential business or investment project, identify impedances in our community that prevents progress in successfully attracting businesses and investment and make recommendations to the OI Board and Pillar Committees to address these issues promptly and effectively.
  5. Facilitate the promotion of community strengths to both prospective business owners and investors.
  6. Facilitate the meeting of entrepreneurs and investors without implying or providing any judgment on the quality of the entrepreneur's proposal or the investor.
  7. Work to attract internal and external investors for new business opportunities and business clusters.
  8. This committee is not an investor group. However, members of this committee may invest, as an individual, in projects they become aware of through the committee. Once they become investors in a project or business, they must declare a conflict of interest and remove themselves from all committee discussions related to that project or business.
  9. The committee may make statements as to their evaluation the appropriateness and the impact on the community of an investment or business opportunity, but it will not endorse, or in any way assess or evaluate, the investment quality of an actual business entity or investment proposal.
